Rename the file holding my GPG key

Pelican complains about the filename a lot, so it’s safer to rename it (and maybe do an HTTP redirect for the old
name). IPFS version’s link will break, but that’s hopefully not a big issue.

Fix the static pages
...
`/minari`, `/gerrit-dashboard-generator`, and `/symbolon` was treated as generatable pages,
despite being configured in `STATIC_PATHS`.
